As India moves from expanding tap-water access to ensuring reliable, sustainable service, JJM 2.0 signals a new phase in how the country must think about the infrastructure that carries water to communities.
When Jal Jeevan Mission was launched in 2019, around 17% of rural households had tap-water connections. By July 2026, coverage had risen to 82.23%, with 15.92 crore of 19.36 crore rural households reported to have tap-water supply at home. The scale of this progress is significant. But as access expands, the challenge is evolving from creating connections to ensuring that the systems behind them continue to deliver.
This shift is central to Jal Jeevan Mission 2.0.
Approved in March 2026 and extended until December 2028, JJM 2.0 moves beyond an infrastructure-centric approach towards a service-delivery model focused on reliability, sustainability, accountability and long-term operation and maintenance. The Mission has an enhanced outlay of ₹8.69 lakh crore, including ₹3.59 lakh crore in central assistance.
The implication is important: a water supply system cannot be measured only by whether a pipeline has been laid or a household has received a connection. Its real value lies in whether water reaches that household in adequate quantity and prescribed quality, consistently and over time.
This places greater importance on the infrastructure behind every connection.
Pipelines, fittings, valves, joints and other network components are not independent assets. Together, they form systems expected to perform across diverse conditions and over long service lives. Their quality, design, durability and maintainability therefore become critical to the reliability of the service being delivered.
JJM 2.0's emphasis on operation and maintenance, source sustainability, water quality and stronger local governance reinforce this lifecycle perspective. Infrastructure must increasingly be viewed not as a one-time project, but as a long-term public asset.
The Mission is also bringing a stronger digital dimension to rural water infrastructure. Through the Sujalam Bharat framework, water supply systems are being digitally mapped from source to tap, creating greater visibility of assets and service areas and supporting more informed monitoring and management.
This represents an important evolution. As infrastructure becomes increasingly identifiable and measurable, the focus can move from simply creating assets to understanding how effectively they perform.
For the water infrastructure industry, this means thinking beyond installation towards lifecycle performance, network reliability and long-term outcomes.
India has made substantial progress in expanding access to tap water. The next measure of success will be more demanding: not only how many connections are created, but how consistently those connections deliver safe and reliable water.
That is ultimately what turns infrastructure into a service.
JJM 2.0 signals that India's water infrastructure journey is entering this next phase. The opportunity ahead is not simply to build more networks, but to build infrastructure that continues to serve communities reliably—today, tomorrow and for decades to come.
